Delaware has four adult correctional facilities. The Baylor Women's Correctional Institution is Delaware's only female correctional facility. The James T. Vaughn Correctional Center, the Howard R. Young Correctional Institution and the Sussex Correctional Institution provide incarceration at all security levels to male populations (HRYCI accommodates a small juvenile population in the Young Criminal Offenders Program-YCOP).Delaware Department of Correction facilities have a design capacity of 6,469 and a temporary maximum capacity of 7,005. The latest population figures are updated monthly . Currently, the Department of Correction experiences approximately 20,000 admissions and 20,000 releases a year.
The Baylor Women's Correctional Institution (BWCI) - the only women's prison in the state - opened December 29, 1991. The facility houses both pre-trial and sentenced adult females at minimum, medium, and maximum security levels.BWCI provides programming at all security levels. Programming provides offenders with opportunities to gain knowledge, acquire skills and learn an alternative life-style.BWCI provides treatment services, religious services, drug therapy, educational/vocational programs, counseling, and recreation.
The Howard R. Young Correctional Institution (also known as Gander Hill Prison due to the neighborhood in which it is located) is a Level 5 facility in the northeast section of Wilmington, Delaware. The facility is named for a 33-year Department veteran who died in 2001 after a battle with cancer. Originally called the Multi-Purpose Criminal Justice Facility, it was renamed in honor of Young in February 2004. Young was the first Warden of the prison when it opened in 1982.The original facility, now called the West Wing, was designed to hold 360 detainees, individuals who are awaiting trial/sentencing or unable to make bail. In 1992, a new section, the East Wing, opened. This construction project added 480 beds for sentenced offenders. Additional construction projects have increased the capacity to 1,380. The facility now averages 1,800 offenders.
The JTVCC is a Level 5 (prison) facility for men located near Smyrna, Delaware, in southern New Castle County. The James T. Vaughn Correctional Center is the state's largest adult, male correctional facility. Currently, JTVCC houses approximately 2,500 inmates. JTVCC houses minimum, medium, and maximum security inmates. JTVCC is also the primary facility for housing the Kent County pre-trial (detainee) population. It also houses inmates sentenced to the death penalty. Executions are carried out at the JTVCC.
Located within the Sussex Correctional Institution (SCI) in Georgetown, Delaware, the $3.7 million Boot Camp opened April 15, 1997. Thirty inaugural offenders (28 men and 2 women) were transferred from various Department of Correction facilities. The Sussex Boot Camp houses 100 cadets, 90 men and 10 women. Men and women are segregated from each other; housed at opposite ends of the Boot Camp building.The Boot Camp provides military-style discipline through a highly regimented routine of physical exercise, education, substance-abuse treatment and community service. It is focused on behavior modification and rehabilitation of young offenders.The Sussex Boot Camp is a six-month program divided into three phases. The first focuses on military-style discipline and life skills, the second on drug treatment and community service work and the third on job-seeking and re-integration skills.
The Sussex Correctional Institution (SCI) is located in Georgetown, Delaware. Opened in 1931, SCI is one of Delaware's oldest correctional facilities. SCI houses maximum, medium, and minimum security inmates. SCI houses an all-male population. Additionally, Delaware's only Boot Camp is located on the grounds of the Sussex Correctional Institution. The Boot Camp is a 100-bed facility accommodating 90 men and 10 women.A major expansion project was recently completed at SCI. Between April 1997 and April 2000, 760 beds were added to the facility. This includes the 100-bed Boot Camp. The expansion brought the total capacity of the institution to 1206. SCI is also home to the nationally recognized substance abuse treatment program called KEY. In an effort to reduce crime and recidivism, Governor Thomas R. Carper and the Department of Correction unveiled the program at SCI on February 10, 1998. SCI's program is called KEY South.
