About Hawaii's Correctional System
Hawaii manages its correctional system through the Hawaii Department of Public Safety (PSD), operating facilities on multiple islands including Oahu Community Correctional Center and Halawa Correctional Facility.

The Federal Detention Center (FDC) in Honolulu, Hawaii, is an administrative facility housing male and female inmates. The FDC is located adjacent to Honolulu International Airport, on the Aloha/Hawaiian Airlines side.
The Halawa Correctional Facility (HCF) is made up of two separate facilities: a special needs facility and a medium security facility. The special needs facility opened in 1962, as�the City and County of Honolulu's�Halawa Jail, and transferred to the State of�Hawaii in 1977. The special needs facility houses maximum and closed custody inmates, inmates with severe/chronic mental illness who cannot be placed in the general population and inmates who require protective custody.
The Hawaii Community Correctional Center (HCCC) is a 226-bed facility located on two sites. The primary facility is situated on three acres in downtown Hilo. HCCC's reintegration program, Hale Nani, is located five miles away in the Panaewa.Hale Nani offenders' reintegration services and a work release program for sentenced inmates who will be released on the island of Hawaii. HCCC also contracts transitional community residential program services for female offenders.

The Kauai Community Correctional Center (KCCC) is a 130-bed facility. In addition to its jail functions, KCCC offers education, substance abuse treatment, religious counseling, cultural arts, and work furlough programs.
The Kulani Correctional Facility (KCF) is a 160-bed minimum-security prison that incorporates vocational training and specialized programming for male inmates nearing the end of their sentence. Situated on 20 acres, it opened in 1946 as a work camp.
The Maui Community Correctional Center (MCCC) is located on approximately�7 acres. In addition to housing pre-trial detainees, MCCC provides reintegration programs to sentenced felons and parole violators who will be released on Maui.
The Oahu Community Correctional Center (OCCC) is the largest jail�facility in the State of Hawaii, and is situated on 16 acres in urban Honolulu. The 950-bed�facility houses pre-trial detainees. In addition to its jail functions, OCCC provides reintegration programming for male sentenced felons.
Otter Creek Correctional Center (OCCC) Owned and operated by Corrections Corporation of America, Otter Creek Correctional Center is a medium security adult Female correctional facility housing inmates under contract with the Hawaii Department of Public Safety (HDPS) and the Kentucky Department of Corrections (KDOC).�� The facility operates under applicable CCA Corporate/Facility and state policies and procedures, and is accredited by the American Correctional Association.
Saguaro Correctional Center (SCC) is a multi-level security facility owned and operated by Corrections Corporation of America (CCA). SCC is not a local, state or federal institution. It is a correctional facility contracted to house Hawaii State inmates. SCC does not have the power to release any offenders, other than by orders of the State of Hawaii or a court of competent jurisdiction. SCC provides a safe and secure environment for Hawaiian inmates. The institution is located halfway between Tucson and Phoenix, Arizona on State Highway 87 in Eloy, Arizona. Casa Grande, Arizona, is the closest metropolitan area with lodging and food available.
The Waiawa Correctional Facility (WCF) is a 334-bed, minimum-security prison for sentenced male inmates.�WCF provides an environment that helps inmates successfully�re-enter�the community from prison. All inmates participate in education or substance abuse treatment programs.The WCF also provides general education programs, which allows inmates to work towards and associate of arts degree. Also, in-facility worklines such as food service, building maintenance, heavy equipment, farm, janitorial, educational tutoring, and landscaping, help inmates acquire skills, and practice good work habits
WCCC is the only women's prison in Hawaii. It also serves the needs of pre-trial and sentenced female offenders. The facility houses female offenders who are of maximum, medium and minimum custody levels.
